MARCELA KRUGER

Marcela Kruger joined SPAN Consultants in September 2007. She has been working in the communication field since 1989. After having finished her university studies she worked for the Czechoslovak Television at the Department of International Affairs and Export of TV Productions as an account manager for five years. Since 1985 she has lived in The Netherlands where she took various courses and trainings for communications experts. Since 1989 she has worked for both, profit and non-profit organizations as a communication adviser and project manager. The last years, since 2000, she has specialised in the field of government communication. The projects she has worked on, have been devoted among other things to communication strategy development and organizing and application of research for the benefit of the development of communication strategy. She also is experienced with the organization of communication activities and public awareness raising, such as agenda setting, stakeholders and citizens participation, public awareness campaigns, development of communication materials and evaluation of realised activities. In the numerous projects she realised, Marcela was responsible for all-round project management including strategic advisory tasks, project formulation, planning, budgeting, implementation and evaluation of the communication activities.

Working with her previous employers Marcela was involved with various communication activities, such as:

Working with the Ministry of Social Affairs and Employment (2002-2007):

  • establishing, developing and carrying out the “Issue Monitor” for the Ministry of Social Affairs and Employment, analysis and application of the research results in  the Ministry’s communication strategy;
  • establishing, developing and carrying out the “Communication Monitor” for the Ministry of the Social Affairs and Employment, analysis an application of the research  results for the benefit of the improvement of the communication structure and means of the Ministry;  
  • evaluation and monitoring of the perception of and experience with social and employment policy among the target audiences, both public and professionals for the benefit of the policy makers;
  • advisory activities in order to make communication a part of policy development (from an early stage on);
  • evaluation of national communication activities, public awareness raising campaigns etc.;
  • participation in interdepartmental activities concerning further development of government communication in the Netherlands.

Working for the Ministry of General Affairs, The Netherlands Government Information Service, Public Information and Communication Office (2000-2002):

  • advisory activities for various ministries, such as Home Office, Ministry of Justice, Ministry of Social Affairs and Employment, Ministry of Transport, Public Works and Water Management, Ministry of Agriculture, Nature and Food Quality (2000-2002);
  • development of communication strategy, activities and project management of public awareness campaigns;
  • intermediary tasks between the beneficiaries (the ministries) and executive market parties and agencies;
  • evaluation of realised activities and campaigns. 

Working for the Dutch Foundation for Science and Technology:

  • realisation of projects on science and technology communication including promoting of science and technology among general public;
  • research activities;
  • organization of networks for co-operation in the field of science and technology;
  • participation in the development of the policy regarding international co-operation;
  • execution of a grant program of the Dutch Government for organizations active in the field of science and technology communication, incl. evaluation of the granted activities;

Working for the communication agency Bureau DST:

  • consultancy activities on awareness-raising, information and communication for beneficiaries in both, profit and non-profit fields;
  • development of communication strategy and awareness-raising activities, mostly for pupils/students/youngsters and teachers as target groups;
  • development of educational materials for teachers and pupils/schools in which awareness-raising aspects were involved;
  • organisation of awareness-raising events, e.g.  a school competitions etc. (incl. development of supporting materials, publicity and evaluation); 
  • initiating new activities and products e.g. international education project on Democracy for Dutch, Slovak and Czech secondary schools).
