Rinda Bosker joined SPAN Consultants in January 2001. She is a senior consultant in government communication, governance and democracy, civil society and gender. Prior to joining SPAN, she worked for various local NGO's in Bangladesh. In the Netherlands, she was a director of communication, public relations and marketing for over fifteen years at the local government level (Municipality of Amsterdam) and in Higher Education (Utrecht Polytechnic Institute of the Arts). She holds a master degree in French Language and Literature, a university certificate in communication and a post-graduate diploma in Governance, Democracy and Public Policy. 

Rinda Bosker has over 25 years of professional experience in government communication, public awareness, community participation and media in various sectors: good governance and democracy, civil society, policy and political dialogue, gender, education, health, internal affairs (police), public finance and taxation, judicial reform, agriculture, micro credit and income generating programs. She has more than 11 years of experience in international development cooperation and missions abroad. She has worked on short and long term assignments in over 35 countries in Asia, Africa, the Caribbean, the Middle East and Eastern Europe.

Areas of activity: project and program evaluations, identification and formulation, institutional and policy analysis, stakeholder analysis, communication strategy development, capacity building. Fully conversant with Project Cycle Management and Logical Framework.

Her expertise is in:

  • identification and formulation of projects and programs in the area of governance and democracy, the role of civil society and other areas.
  • evaluation of projects and programs in various areas.
  • management of government communication (institutional setting, financial and human resources management, capacity building and training);
  • development and supervision of all phases of communication planning and implementation: research, stakeholder analysis, analysis and assessment of existing policies, communication strategies, public awareness campaigns, production and monitoring /evaluation of events and materials;
  • community / civil society participation in policy development and project implementation, community work, working with NGO's and other stakeholders, media relations.
