RINDA BOSKER
Nationality: NetherlandsRinda Bosker joined SPAN Consultants in January 2001. She is a senior consultant in government communication, governance and democracy, civil society and gender. Prior to joining SPAN, she worked for various local NGO's in Bangladesh. In the Netherlands, she was a director of communication, public relations and marketing for over fifteen years at the local government level (Municipality of Amsterdam) and in Higher Education (Utrecht Polytechnic Institute of the Arts). She holds a master degree in French Language and Literature, a university certificate in communication and a post-graduate diploma in Governance, Democracy and Public Policy.
Rinda Bosker has over 25 years of professional experience in government communication, public awareness, community participation and media in various sectors: good governance and democracy, civil society, policy and political dialogue, gender, education, health, internal affairs (police), public finance and taxation, judicial reform, agriculture, micro credit and income generating programs. She has more than 11 years of experience in international development cooperation and missions abroad. She has worked on short and long term assignments in over 35 countries in Asia, Africa, the Caribbean, the Middle East and Eastern Europe.
Areas of activity: project and program evaluations, identification and formulation, institutional and policy analysis, stakeholder analysis, communication strategy development, capacity building. Fully conversant with Project Cycle Management and Logical Framework.
Her expertise is in:
- identification and formulation of projects and programs in the area of governance and democracy, the role of civil society and other areas.
- evaluation of projects and programs in various areas.
- management of government communication (institutional setting, financial and human resources management, capacity building and training);
- development and supervision of all phases of communication planning and implementation: research, stakeholder analysis, analysis and assessment of existing policies, communication strategies, public awareness campaigns, production and monitoring /evaluation of events and materials;
- community / civil society participation in policy development and project implementation, community work, working with NGO's and other stakeholders, media relations.
Rinda's most recent assignments include:
- Development of a Gender Studies and Research Centre at Cairo University - team coordinator (2012-2015)
- Evaluation of financing structure of six Academic Institutions for International Education and Research in the Netherlands; analysis of their substantial contribution to the Dutch Development Cooperation Policy (2011).
- Formulation of the program to support Democratic Governance in Jordan (2011)
- Awareness raising and communication on early detection of neurovascular and cardiovascular diseases (Chronic diseases management) in Anhui province, China - team leader (2009-2012)
- Development of a communication and visibility strategy for the EU Delegation in Sudan (2010-2011)
- Evaluation of the MDG3 Gender Fund of the Dutch Ministry of Foreign Affairs (2010)
- The Democratic Institutions Program Ethiopia - development of a communication strategy (2010)
- Final Evaluation of the consular policy of the Dutch Ministry of Foreign Affairs (2010)
- Two evaluation assignments for HIVOS (2009): an evaluation of the ICT and Media Programme 2005-2008 and an evaluation of the STAR programme.
- Capacity building of Government Information Officers in Burundi (2009) in Media relations and Government communication.
- Rwanda Parliament (2008): technical assistance for the development of a communication strategy and implementation plan and strenghtening of the communications department.
- Two projects in China related to Health Promotion: one in Hebei (2007-2010: prevention and early detection of cancer and cardiovascular diseases) and one in Anhui (2008-2011: prevention and early detection of neurovascular and cardiovascular diseases). In both projects, Rinda works as team leader and senior communication expert.
- IEC programme design for HIDA in Rwanda (2006 - 2006). The objective of this consultancy is to design an outreach programme. Activities include: stakeholder mapping, analysis of the media outlets, development of communications strategic plan and capacity building.
- Communication strategy for gender equality project in Bulgaria (2006 - 2008). Activities included policy analysis, analysis of communication management capacity and training needs, training on communication and public awareness; development of public awareness strategy.
- Under the LOT 2 contract "Information and communication activities relating to the development cooperation policy of the European Commission" (2006 - 2009) Ms. Bosker assessed the Communication policy in EC Delegations in ACP countries, in particular in Kenya, Mozambique, Liberia, Guyana, Fiji and contributed to the evaluation of the "Development Days".
- A study into civil society organisations in six countries in the Eastern Caribbean (2005), with the aim of establishing Non State Actor Advisory Panels to participate in policy and political dialogue and programming between the EC Delegation and the national government. Activities: methodology design, implementation (desk research, stakeholder interviews, focus groups discussions), reporting.
- Expert for the formulation of the third phase of the EC project National Initiative for Civic Education in Malawi (2005)
- Communication expert for the Unicef Partnership for Girls Education project in Rwanda (2004)
- Expert and teamleader on an evaluation of the Community Participation component of the Egypt, Education Enhancement Programme (EEP) (2004/2005)
- Communication expert and trainer on the EC - MEDA Basic Education Programme in Turkey to support the Ministry of Education and Provincial Directorates (2002-2007)
