Waleed joined SPAN Consultants in February 2000 as Senior Finance & Procurement Expert. Since July 2008 Waleed became the Regional Manager in the MENA Region (Cairo Office) for sPAN Consultants.

Waleed has more than 15-years professional experience in Financial Management, Budget Planning, Auditing and Public Procurement Management.

Waleed has a Comprehensive experience in European Union, WORLD BANK, UNDP, USAID and African Development Bank operation and procurement guide lines, regulations, evaluations and monitoring processes, in addition to wide-range experience in Procurment & e-Procurment monitoring and evaluation activities and risk assessments.

Waleed has obtained an strong academic experience in addition to the field work experience:

  • Bachelor of Commerce - Faculty of Commerce - Accounting Section - Cairo University
  • Certified Public Accountant CPA - American Institution of Certified Public Accountant - California Board of Accountancy - California - USA
  • Microsoft System Engineer MCSE - Microsoft Egypt
  • Diploma in Public & Private Procurement Management - International Labour Organization (ILO) - Torino University - Torino - Italy
  • Preparing Project Management Certificate (PMP) - Project Management Institution (PMI) - USA.

  • Public Financial Management Assessment of Egypt based on the Public Expenditure and Financial Accountability (PEFA) PFM Framework of the EC Delegation - Egypt (January till June 2009)
  • Base-line study to enhancement of the General Authority of Civil Aviation GACA/ANS Financial management performance in spirit with the strategic guide lines - Saudi Arabia ( January till April 2009) 
  • Post Assessment of Avian Influenza Community Education Interventions of UNICEF - Egypt (November, 2008 till June 2009)
  • Upgrading the Higher Education Sector (UHES) of the EC Delegation at Syria (September 2008 till August 2010) 
  • Procurement Management Evaluation (PME) for the Social Fund for Development (SFD) - Arab Republic of YEMEN funded by the World Bank (January 2008 - March 2008) 
  • Education Reform Project (ERP) - Organizational and Impact Assessment for the National Center for Examinations and Educational Evaluation (NCEEE) of the USAID - Egypt (August 2007 till October 2007) 
  • Education Enhancement programme (EEP) for Ministry of Education, funded by the EC Delegation / World Bank - Egypt ( 2000 till 2007).
